Nice photo….I work at this airport and this booth is usually manned by anyone who wants a hand out. The one at my end of the airport isn’t used very often anymore.

Considering how many Hairy Krishnas, pro- and anti-nukes, flakes, weirdos, loons, and general wackos I saw while transiting the Peoples Republik of Kalifornia in the 70s and 80s, I suspect that’s the airports answer to all the complaints they doubtless received.
